House passes bill that would call for a single website tracking federal spending

ImageThe last time a proposed law captured our attention it was so widely loathed it was never even put to a vote, but today we bring you the kind of no-brainer legislation that seems to have strong support on both sides of the aisle. The US House of Representatives has passed the Digital Accountability and Transparency Act (DATA), a bill that calls for the creation of an independent board to log all federal spending on a single, centralized website. What’s more, these expenses need to be recorded with identifiers and markup languages that make them more easily searchable. As Computerworld notes, the vote happens to come on the heels of a recent dust-up involving the US General Services Administration spending $823,000 on a conference in Vegas — precisely the sort of excess this proposed website would be designed to expose. The next step, of course, is for the bill to win Senate approval, though for now it seems the legislation has garnered strong bi-partisan support: in a rare showing, all of the lawmakers who discussed the DATA Act on the House floor argued in favor of it.

Ridge Racer Unbounded

The Ridge Racer series may not carry Gran Turismo or Forza Motorsport’s swagger, but the long-running franchise has a dedicated fan base that loves the drift-centric racing action. The latest series entry (developed by Bugbear Entertainment, which developed the FlatOut stunt-racing series), attempts to bring a new chaotic element to the familiar gameplay by adding environmental and vehicular destruction as players race for street cred in the fictional Shatter Bay. The story is something you can flat out ignore?it’s a racing game, after all?but the driving action is interesting and varied. Just play against human opponents if you wish to maintain your sanity. I reviewed the $49.99 PC version; Ridge Racer Unbounded is also available on the PS3 and Xbox 360 platforms for the same price.

I Can’t Drive 55
Ridge Racer Unbounded has a great sense of speed. Some games, such as those in the Burnout franchise, almost move too quickly, which results in drivers too often overshooting targets or smashing into walls. I always felt in full control here. That said, you will likely have great difficulty competing with the enemy AI, which manages to drive near-flawlessly. This intensifies each mistake you make, and adds unneeded stress to the game, detracting somewhat from the fun.

Ridge Racer Unbounded features a varied car selection that ranges from ultra-sleek sports cars to powerful vintage muscle cars, each with different speed, acceleration, handling, strength, and drifting capabilities. These cars are , of course, unlicensed as they get absolutely wrecked as you bulldoze your way through the city?vehicle manufacturers aren’t too keen on seeing their luxury rides decimated in video game form.

The cars are gorgeous, as are the dense urban environments in which they race. Shatter Bay’s many districts are high-detailed and destructible locations (with some beautiful lighting effects) that just entice you to race one more match. When you fire up Ridge Racer Unbounded, you can only select one car and race district, but others are unlocked as you accumulate collateral damage points. These points are gathered by plowing through anything other than a solid brick wall.

There are, however, a few highlighted structures that you wouldn’t normally plow through?such as the aforementioned brick walls?until you build your Power meter, which acts as a speed boost (with cool accompanying light trails). Not only can you do big damage to the environment (and score big points) by blazing through stores to reveal alternate routes or ramps, but you can also knock other cars off the road in dramatic fashion (“frags”), Burnout style. Frags?along with catching big air (sometimes off rooftops!) and destroying structures?give you additional Power meter points.

Who’s Going To Drive You Home?
City Creator, a new feature to the series, lets players design, and name tracks. An easy-to-use in-game tool lets you drop track sections on a grid, and then populate the track with ramps, sand traps, and other obstacles. I encountered some truly creative tracks, especially Hellbent666, which had ramps and obstacles everywhere?as well as many an explosion opportunity.

A number of options let you select the race style (Frag Attack, Domination, and more), the time of day, number of cars, vehicle class, and more. After creating your city, you can share online. The one downside here is that you can’t upload a track until you’ve built six racing events within your city. That was a bummer.

An Interstate Love Song
Ridge Racer Unbounded is a new direction for the franchise?one that is much welcomed. It may obviously crib from other successful games, but it’s fast, controls well, and features fun environmental destruction. If you’ve steered away from Ridge Racer in the past, give Unbounded a spin.

More U.N. monitors heading to Syria as 13 people killed

BEIRUT (Reuters) – An additional 30 United Nations monitors should arrive in Syria in the coming week to join an advance team of seven observing a fragile week-long ceasefire which has failed to end bloodshed in the country, a spokesman for envoy Kofi Annan said on Friday.

At least 23 people were killed, 10 of them in a roadside bomb targeting security forces and most of the others in shelling by President Bashar al-Assad‘s forces on the city of Homs, further undermining the truce.

With Friday prayers a weekly flashpoint for unrest, the monitors decided to remain indoors, saying they wanted to avoid being “used as a tool for escalating the situation”. A day earlier they were mobbed by anti-Assad protesters on their initial forays around the country.

Peace envoy Kofi Annan‘s deputy, former Palestinian foreign minister Nasser al-Kidwa, criticized both sides, but particularly government forces, for refusing to stop fighting completely.

“We don’t see much of a ceasefire,” he told France 24 television. “The situation of course is not good. There are many reasons to be worried by the lack of implementation, at least lack of full implementation by Syrian government and perhaps some other parties as well.”

Syria said 10 security personnel were killed in a roadside bomb in Sahm al-Golan in the southwest, as protests calling for the downfall of Assad broke out across the country, including in the capital Damascus.

Activists in the central city of Hama said people were wounded when security forces opened fire on protesters.

Several neighborhoods in the rebel stronghold of Homs were shelled, activists said, and the Syrian Observatory for Human Rights in Syria said at least 13 people were killed, most of them in Homs.

The U.N. monitoring mission is seen as the last chance to avoid civil war in Syria where Assad sent tanks and troops to quell protests against his 12-year rule, which started peacefully a year ago but have taken a militarized turn.

Annan is hoping the U.N. Security Council will in the next two to three days agree to send a second wave of up to 300 more observers. His spokesman said the mission was being prepared.

“We are preparing for the deployment because we feel that it is going to happen sooner or later because it must happen,” spokesman Ahmad Fawzi told a news briefing in Geneva.

“The situation on the ground is not good,” he said.

The Security Council – divided between Western countries that want to topple Assad, and Russia and China which support him – must agree if the larger observer team is to be sent to help quell the violence that has killed thousands of people.

While Russia circulated a draft Security Council resolution to authorize the 300-strong unarmed ceasefire force, France said it was drafting another resolution that would allow a larger observer force, with up to 500 observers as well as helicopters.

China said it was willing to contribute members to the observer team in Syria.

“We are willing to send personnel to take part in the work of this team and the advanced team. We are now in consultations with the United Nations secretariat about the specific arrangements.” said Foreign Ministry spokesman Liu Weimin

He said the overall size of the monitoring effort would have to be settled by the Security Council and so could not say how big China’s contribution would be.

Top U.N. humanitarian official John Ging said he hoped Syria would grant permission in the coming days to send more aid workers to the country where at least 1 million people are in need of urgent assistance.

He told reporters in Geneva that Syria had recognized there were “serious humanitarian needs” and that action was required, but logistical issues and visas for aid workers are still being discussed.

On Thursday, Syria and the United Nations signed an agreement setting out the working conditions for hundreds of ceasefire observers.

The agreement stipulates “unfettered access” and freedom for monitors to travel and contact people within the framework of their mandate, Fawzi said.
